mandatory for all players (EXCEPTION – goaltenders are not required to
wear a mouth guard)

Bylaw I
This league shall
be called the East Central Pee Wee “AA” Hockey League.
Bylaw II
The East Central
Pee Wee “AA” Hockey League shall abide by the rules as set down by
Hockey Alberta and the Canadian Hockey Association and to remain in good
standing.
Bylaw III
The Objectives of
the League are:
A)
To promote and encourage the operation of the East Central Pee
Wee “AA” Hockey League. B)
To maintain and increase the interest in the game of hockey. C)
To have and exercise a general care, supervision and direction
over the playing interests of its teams and players. D)
To control and administer the playing of the game of hockey in
accordance with the rules, regulations and etiquette of the game as per
CHA and HA policies, procedures and rules. E)
To provide and orderly and competitive organization to which
registered minor hockey associations may enter their teams.
ANNUAL GENERAL
MEETINGS
Bylaw IV
A)
The Annual General Meeting of the East Central Pee Wee “AA”
Hockey League shall be held during the month of March.
B)
Association members will be notified a minimum of 21 days prior
to the Annual General Meeting of the date and location of the meeting.
C)
Amendments to the Bylaws of the East Central Pee Wee “AA” Hockey
League shall be presented and voted on at the Annual General Meeting.
All amendments to Bylaws must be received in writing to the league
governor by March 1.
D)
Amendments to the Bylaws of the East Central Pee Wee “AA” Hockey
League shall be passed by a simple majority of the members present
at
the Annual General Meeting, with each member only having one vote per
team.
E)
Each association must identity in writing one representative and
one alternate per team who will be responsible to represent the
interests
of both the league and it’s membership. No other member
representative may vote on behalf of the team without written consent
from that
association’s president.
MEMBERSHIP
Bylaw V
A)
League membership may be acquired by presentation to the League
Governor prior to March 1, stating teams to be entered, ability to
strengthen the league and expressing compliance to the Bylaws and
Regulations of the league.
B)
New members will initially be accepted as probationary members by
a majority vote of the permanent members. Any members not present
at
the AGM must communicate their vote to the League Governor prior to
this meeting.
C)
Probationary members must participate in the East Central Pee Wee
“AA” Hockey League for a minimum of one year before being considered
for
permanent membership.
D)
Permanent membership shall be granted only after satisfactory
performance as a probationary member and a majority vote to the
permanent
members at the Annual General Meeting.
E)
A member may resign or request a leave of absence by stating such
at an annual meeting without forfeiting any dues, provided they are in
good standing.
F)
Membership is to be restricted to teams qualifying no higher than
“AA” status as per Hockey Alberta Rules, unless voted upon by the
permanent members at the Annual General Meeting.
SUSPENSION AND
EXPULSION OF MEMBERS
Bylaw VI
A)
Suspension of expulsion may take place in the event of
noncompliance with the Bylaws or Regulations of the league.
B)
Members or an individual team of a member may be suspended by a
majority vote at any duly called League meeting.
C)
Suspension will be for a period as decided by the majority vote.
D)
Members absent for two (2) consecutive duly meetings during the
course of the year will be placed on probationary status for the balance
of
the year and their status will be reviewed at the following Annual
General Meeting.
E)
Members absent for three (3) duly called meetings during the
course of the year will be played on probationary status for the balance
of the
year and their status will be reviewed at the following Annual
General Meeting.
F)
Members may be expelled by a majority vote at the Annual General
Meeting.
DUES
Bylaw VII
A)
League fees are to be determined at the Annual General Meeting
and are to be paid in full prior to September 15.
DUTIES AND POWERS
OF THE LEAGUE GOVERNOR
Bylaw VIII
A)
Be the first contact for teams within his/her jurisdiction and
first contact for all League discipline matters.
B)
To conduct the business of the League in its entirety between and
during meetings.
C)
The governor may represent any or all members of the league on
any occasion and will be responsible to the League for the same.
D)
To call and chair all meetings that are deemed necessary or to
call a special meeting at the request of any five (5) League teams
received
in writing and/or verbally stating the business to be
considered at the special meeting.
E)
To provide reports to the Hockey Alberta Minor Chairperson
regarding any suspensions of Clubs, Managers, Coaches, Players or
Officials when required.
F)
Ensure the League schedule is developed and distributed.
G)
Shall have one vote at all elections and cast a deciding vote in
case of a tie on motions and protests.
H)
Arrange for and distribute League game sheets
RULES
Bylaw IX
A)
Scheduled league games have priority over exhibition and
tournament games as provided by the Hockey Alberta Regulations.
B)
League play shall be no less than a 28 game schedule, consisting
of 14 home and 14 away games.
C)
The League shall consist of eight (8) teams and be placed in one
division.
D)
No League games will be scheduled to begin after 3:00 pm on
Sundays for any teams which would require more than 2 hours of travel
time
to get home at the conclusion of the game.
E)
Each team is required to submit a minimum of 30 game slots for
scheduling by August 1.
F)
The League Governor will have a final schedule completed by the
September League Meeting.
G)
If a game is rescheduled, an alternate date MUST be identified
prior to the rescheduling suitable to BOTH teams.
H) Inclement weather will not constitute grounds for forfeiture.
Games not played due to inclement weather will be rescheduled by the
team
managers.
I) Game sheets must be legible and filled out in their entirety
including the referee’s registration number as well as the game number.
J)
Games sheets must be sent to the League Governor via Fax within
48 hours of the game. The home team will be responsible for faxing in
game sheets and entering them on the website.
K)
Suspensions – it is the Coaches’ responsibility to prevent any
player from playing that has violated a rule in which the CHA, HA or the
League requires a player to be suspended.
L)
Any player suspended from play while playing as an affiliated
player in a higher division must serve that suspension in the Division
in which
he is registered and may not play in either division as a
registered player until the suspension is served.
M)
As a show of sportsmanship the coaches should encourage their
players to shake hands after the game, however if the referee feels the
situation does not warrant shaking hands, he/she shall direct the teams
to their respective dressing rooms.
N)
If there is a six (6) goal differential at the beginning of the 3rd
period, the referee will be instructed by the coach of the winning team,
to instruct the timekeeper to let the clock run at
straight time. The
responsibility will be left to the Coach of the team winning at the
time.
If the goal differential becomes less than six (6) goals, the
clock will return to stop time.
O)
Teams not meeting their League commitments will be expelled from
the league playoffs
P)
In cases where teams drop out of the League during the year,
opposing teams will be awarded two (2) points for all scheduled games.
Q)
A minimum 2.25 hour ice allocation will be required for all games
R) Team lists with sweater numbers must be forwarded to the League
Governor prior to the first league game. Import players are to be
identified to the League Governor.
S) The playoff format is to be decided prior to the commencement of
League play.
HOCKEY PLAYOFFS
FORMAT
Playoff Format
2009/2010 will consist of Eight (8) Team Provincial Tournament format.
The team with the best winning percentage as of Monday
December 7, 2009,
will have the right to host the tournament at the end of February or
beginning of March. If that team can’t host then it will go
to the 2nd
place team at that time. League will supply the medals and banners, the
Ice and Referee cost will be divided between the 8 teams equally.
League awards will also be given out at this time.
